I just read the back story....this is EFFED up all around.

The guy collecting brass is DEAF.........yea DEAF. He was oblivious to what was happening.....The Range Officer is a total moron. It is his responsibility to clear the range.

Whoever hired a DEAF guy to do this particular job..........well, he's also a moron.
