Been tough the last few years. Same with finding decent sized schools of shad. I talk to many of the fisherman and have heard the same thing. Possible there is correlation between the two.

I'd start out with decent size swimbaits along the wall , sometimes I will weigh down to get a better depth quick. Many of the guys who told me tips/tricks always said the bigger ones sit below the smaller ones, hitting scraps. They sure seem to be right as I have caught a handful of decent ones on cut-bait while catfishing.

You can find them Anywhere near the concrete, in the big eddy on the end of the gates and there is another large flat/hole at the beginning of the locks. You can see the strange water when you get into the area, being a river guy, you should notice the boiling water quite easy.
