Wondering.....would a Caucasian person below average national income levels on food stamps and disability payments be able to get a tax "credit" for being an under-privileged privileged person? What about a 80% disabled combat vet, or does being injured while serving your country and being disabled still make you more privileged than a person of some other race who didn't serve and suffer for freedom?

Would American Indians be a payee or a recipient?
