I use that ramp quite frequently in my 18' bass boat. Last time I used it was three weeks ago, so unless there's something going on repair wise, your boat will be just fine at that ramp. Yes, you can tie up on the small dock while you park your vehicle. There's a slightly larger dock just downstream that offers more cleats to tie to but it gets shallow so be careful.
