Money is the problem. It cost more money to hire trained guards. Teachers are already on campus and some are very capable of being trained to use a gun. Not every policemen is prepared to do what's necessary as we saw down in Florida where the Sheriff Deputy failed to engage the school shooter. But there are men who are not afraid to engage the enemy.
There are 100,000 public schools, not including private schools. Most are quite small, and 1 officer would do. Others would require more than 1.

IF you averaged 2.5 officers per school, and paid them 55k a year.......you'd need about 15 billion a year.......

I'd be fine with that. Pay them out of some federal marshals service, money, and make them marshals.
