I think you're on the right track with Ky or Barkley Lake as you can get off of I24 and be right at the dam area for either lake.Plenty of lodging nearby and some right on the water and swimming for the kids.

If you exit I24 onto hwy 62 it is only a few miles on 62 to the Barkley Dam and couple more to Ky Lake Dam. The rooms at Ky Dam Village has rooms right on water,a swimming beach,fishing docks, and you can walk around and fish off riprap rock barriers for the marina;might be a good fit for what you are looking for.Then a quick drive to the dam tailwaters which has good fishing at times.
