there is a difference between "mail in ballot" and "absentees ballot. absentee ballots have been around since the Civil War, used mostly by military personnel while away from home.
mail in ballots have also been around for a while, there's a handful of states where its the primary system for casting a vote, Colorado and Hawaii are a couple that come to mind.
you are required to be a registered voter to request or use either ballot. could there be fraud? of course. but there has never been a problem historically with widespread or common found problems.
also, whos to say the fraudster is either party? the same opportunities exist for all players
