The Lake Cumberland winter draw down is a lot slower and longer process that most lakes in south central KY. Their draw-down actually starts July 1 and "typically" hits winter pool in November pending how much rainfall we have between July and November. In recent years its took longer to hit winter pool than what they would like, plus there was some years it actually never hit the target level. Notice how they did not get it down in the fall or winter of 2018 then early 2019 (February) you have a record high.

Here is a good link to look at the water level history. It comes loaded with 3 years information but you can highlight it to show the last 6 years of water levels...falling July-November is "typical".
