But if Biden dropped it off and didn't have time to wiat around he may have just left it up to the shop to do this. Which means PC wouldbe dead to get data off, but still go into shop where repairing it to get power back would net a PC alive and well with lots of data.

And yes sir I do agree if you send a pc for repair, the shop ought have the ethics to not look at you data as it would be an invasion of privacy.
You would be AMAZED at the sht I've seen on computers. I have a computer consulting company that has done work for lots and lots and LOTS of people.

I have a legal , binding contract that I have folks sign, when they drop off a computer. No matter what I'm fixing , I have access to their sht.

The most interesting cases involve teenage "kids" who don't realize that the second I image their hard drive, I may be in violation of significant laws, depending on the contents.

You'd be surprised at the sht I find. And I have contacted the authorities more than once over contents.......Legally, I'm required to.
