Lots of folks on this board with a lot more Norris experience than me, but I can give you some general info. I love Norris. Much more so than Cumberland, which is sort of tough for this KY boy to say.
Almost every time I've been down there, whenever we found three things: (1) steep banks (2) nearby deep water and (3) broken rocks or boulders, we caught fish. I'm usually down in winter or early spring, never been this time of year, though.
Tubes, grubs, and lots of fishermen swear by rootbeer Bandit cranks down there as well.
I'd check out the other threads on this board and the TN wildlife reports, too.

Fish 1/2 way back in the creeks where there is big rock and deep water in the creek. This is a good LM pattern . They will hit dble willow spinnersbaits, green craw Bandits or baby bass senkos. Fish the same kind of rock on the channel for spotts. The smallmouth are still mostly on a nocturnal bite. The day bite is still deep and hard to find. Try main channel bluffs 20 to 25 feet deep. Late in the day there is still some open water action in busting SM. The lake is clear and 61 to 62 degrees. Fish2win
