If I were the guy in charge of issuing permits and I looked out on a lake filled with boats costing anywhere from $8000 to $80,000, I'd think people like that had money and could afford my permits. Being bothered by permit expenses is kind of like owning a top-of-the-line boat and pulling it into a dealership for service, then complaining because the guy charged you so much for the work.
