When is the best time to fish dale for topwater action (smallmouth) Do you fish over weed beds or where? any help would be appreciated

I have wondered that same thing many times, often aloud, and usually when fishing with a buddy. We have come to the conclusion that the very best time to fish is when the fish are biting.
