dave is right but there the one where one is pulling more than the other is wrong
i have seen barkley dam pulling twice as much as ky and it still goes to ky
there is a little equation one of my buddies figured out and he can tell you which way the water is going to flow 99% of the time before you even go down there based on the discharge
