You do not have to pre-quality for the FLW Tour or FLW Series. You can qualify for priority entry through the Stren Series and the BFL but all this gets you is an earlier registration.

If the FLW Tour and FLW Series doesn't fill up the whole season with priority entries than anyone can enter. You can even put in for particular events and not the whole season. But if you put in for the whole season this will guarantee you in. If you only sign up for particular events then you can be bumped by someone fishing the whole season.
