I'd say it will work anywhere with suspending fish and clear water, especially clear cold water.
The last time I went to canada anything that hit the water would work. :-)
Here's my theory.
The FNF here in KY or TN is basically accomplishing what ice fishing does up there. During the winter, they are stuck fishing straight down out of a hole. Therefore, they are FORCED to have very little movement of their lures.
Here where the water stays open, it's too easy to give too much movement to the jig or whatever and that makes the fishing tough.
The FNF essentially forces us to fish almost like we're ice fishing.
