Sorry for the delay guys.
On the water level, we did close the gates before the last rains, so that water was held. We are back up to about 3.5 feet below normal now, from a low point of about 7.5 feet below normal. Small boats may be able to get into the ramps, but large ones may want to wait a while longer. Also, there would only be about a foot of water in the tunnels, so crossing there will be touchy at best. There is a tournament scheduled on Saturday, so we'll see how that goes.
On the shad kill, it was hard to tell. There was a kill that was visible, but the facts that it happened under the ice and that there was a level increase while the ice was still there made it very hard to estimate the degree of kill. The gulls seemed happy, but my guess is that more fish went to the bottom than came to the top, for probably the catfish are getting fat more than the gulls.
