Sorry, the place I mentioned (Fisherman's) is strictly bank access. I'm not sure what you consider "the Louisville area," but there aren't really many places close to put in a boat, period. I guess Lake Jericho is probably the closest fishin' hole with lily pads that I can think of, but the fishing there isn't great. They have pictures of big fish at the shed where you pay to get in, but sometimes I wonder if they were really caught there. The only thing of any size I ever hooked into there was a snapping turtle. It's also a very small lake, more suited to jon boats than anything else. No wake the entire lake, and extremely shallow at the opposite end from the dam. On the up side, it is scenic, and the have a nice little campground there.

If you want Lily Pads, and you don't mind driving...Then go to Lake Monroe up by Bloomington, Indiana...Right side of Lake from Bridge is full of them and believe me teh average size fish is around 4 pounds. But they are hard to catch, tough lake, but remember Right side of teh Lake is the idle zone only no wake....

You could go to the Peabody WMA and probally find a few of the strip pit lakes that have them, but you would have to of course do your research to know which ones have them, then, the access is tough. I wouldnt recomend pulling a trailer down them old mine roads, a cartop canoe with a trolling motor would probally be as close to a jonboat you would want to attempt down there. I also know there are a few on Kentucky. Good luck!
