Help with Glider Bait Construction

I am in the process of making my own (wooden) "glider" bait, much like a widow maker, cobb's, etc,... but I'm having trouble getting the bait to properly "glide" from side to side, even after adding weight to the bait in different positions. Any help is appreciated !!
