Actually it is neither, it is what the independent group of experts reccomended.
Looking at the dam problem from a strictly structural engineering standpoint they recommend dropping the lake to 650. The Army Corp listed this possibility in the big PDF file they released right after they announced the draw down. They also made it very clear and have repeatedly made the statement that they will keep it at 680 until the fall and then re-evaluate the condition of the dam to see if it needs to be lowered, stay the same, or if they can raise it up to 700 like they hope to.
