I don't think the poor guy was one of the jet skiers. I saw the story on the jet skies over here in Western KY, and this particular story says the guy was out in a brand new boat at 10:30 at night. I don't think Jet Skies are allowed out after dark, and if he were on a jet ski, I think it would have been germane to the story, and mentioned.

Just my take on the story, not trying to be offensive or anything.
