I know that in the spring, they'll announce when they stock rainbows at Otter Creek, but not browns. At the KDFWR Trout Stream Classification page (http://fw.ky.gov/troutclass.asp?lid=885&NavPath=C101C140), it says that "Stocking dates are not announced for put-grow-take stockings." Otter Creek is p-g-t for browns, but p-t for rainbows. So you're probably right; with it being seasonal catch-and-release, they may not announce the fall stockings there.

On a side note, I emailed KDFWR about the fall stocking of the 5 Fishing in Neighborhoods (FINS) ponds, and got this response: "We are planning on stocking trout in the 5 FINS ponds. However, stockings have been delayed due to the unusually warm weather (up until Wednesday). We are waiting for water temperatures to drop below 70 degrees so the trout will stay alive once they have been stocked." So, they should be stocking them soon
