Not exactly--when the moveable part of the rod is extended, there is an empty space in the handle/butt that could create a vacumn. That is where the hole needs to go to let the air out (or in) and break the vacumn. Since the rod is in the extended postion you won't be anywhere near the rod blank.
There is a trick that works without drilling it hold the rod straight up and down and just bounce the handle end off the floor. A buddy of mine had one that had been stuck for weeks and he was pushing and grunting and couldn't move it . It cost him 10 dollars (he bet me I couldn't get it loose) I took the rod bounced it off the floor one time handed it back to him before he could blink. HAVE NEVER HAD THIS TRICK NOT TO WORK !!
