If you are talking about major rework, I'd forget hiring it done. There is really no good way to restore the gel on large areas of the boat. It would be cheaper to buy a different boat. Patching small dings can be done by a boat dealer, or they can recommend someplace.
For the big areas, there are two choices: Wet sand the area with 1200 grit paper, then wax it and see if it improves enough to suit you. If that won't get it, you paint the area with clearcoat and get pretty good results, but it may have to be redone periodically.
