Brian, you might PM Rudypoo444 as he fishes the dam at Cannelton on the Ohio (located south east of Owensboro and not to far from Lewisport, KY).
As for technique/tackle, I use either a carolina rig with large shiners and jig it almost constantly OR if I am in the right place I have caught a fare number of nice sauger by vertical jigging a silver spoon. Others that I know have good luck casting small white grub or curly tail jigs.
I'm sure others on the board have their own techniques which are productive for them.

PS, I may go sauger fishing below the dam at Newburgh this Sunday and if so I will be using shiners and maybe casting a jig or silver blade bait (Silver Buddy) from the shore.
