I've fished all those, and right now I'd say Tom Wallace would be your best bet. I love Fisherman's, for about a month or so in the spring, but now it's getting too overgrown, like it does every year. A little tyke learning to cast would spend all day in the weeds. Miles is one of my favorite places to fish, also, but it can be tough to get down by the water; you might not want to clamber down there with a kid, I don't know. Tom Wallace has great access, and the fishing lately has been good. And they stocked it yesterday, not sure with what. Corn is simple for kids to use, and the trout there eat it up. Or you can use worms near shore, and be pretty much guaranteed a few bluegill. I don't know a lot about teaching kids to fish, but I know you want them to have some success, and they will there.
If you're ever out near Frankfort or want to make the trip, they have two fishing ponds at KDFWR headquarters there, one of which is just for kids 12 and under. Never been there, but I hear it's nice. Best of luck to you and your kids, and don't forget the camera, not that you'll ever forget her first fish!
