I've just started exploring that magnificent river the past couple years, and I'm sure others on the board know a lot more about it than I do, but coming from Louisville, probably the closest ramp to I-64 would be Benson Creek in Frankfort. But I think it's pretty far upstream to the next dam. The locks are all closed , so if you want to fish right below a dam you have to get there from the downstream side. My next river trip, I'm putting in at High Bridge. I've seen pics, and the scenery is spectacular, plus that's how you get to the lower Dix River.
