Right now, shiners aren't the best bait. If you have the equipment to catch and keep alwives alive, you'll do much better. Although it's not my favorite way to fish, the best live bait bite right now is bottom fishing. Nose your boat up on clay banks and points and fan the baits out on the bottom. If you are going to pull planer boards, be on the water at the crack of dawn, that bite is slowing way down early in the morning.
Probably your best chance with your equipment is casting at night. There are some heavy strings of fish coming into the marinas before daylight. Cast Rapala Slivers, or Redfins if you hear the fish on top, to main lake points and clay banks. Good luck.
