I've seen this used mainly below locks and dams where there are no access buoys and/or no entry zones. The motorized boats take your bait or float rig into the most productive waters nearer the dam base and drop it there while having your boat sitting in legal or safe water. Again used when there is no possible way to reach area via normal casting because of the distance.
