Though the president has the power to veto those bills before they become law. If the congress does not have a 2/3 majority to over ride the veto, the bill does not become law.

As far as gas prices, a weaker dollar, supply/demand, speculators, OPEC determines the prices we pay. President/congress does not have that much say, if any.

btw, I gotta see those figures on gas prices tripling in the last 18 months. Was around $2 when bush took office.
