He was president during the worst attack in history, if you credit him for not being attacked after 9/11, then by that reasoning - he should get the credit for being attacked. I am not saying it his fault, only that your logic behind that argument is flawed.
President Clinton screwed up on a personal level. But on a professional level he was and still is respected around the world as a great leader.
I will go as far to agree that he has been a mediocre president. But considering the position and the responsibilities that go along with it, anything less than good is a failure.
