I don't fish Cumberland for Smallies but if I did then I would throw a jig if that is your cup of tea. Me, I would head on about 30 miles south and fish Dale if you are targeting Smallies. They are hitting pretty good now and should be doing so for the next couple of weeks. FNF is my choice but that is just me, jig would be by second choice if I could ever put down the fly. Good Luck and hope somebody that fishes Cumberland regularly will chime in with some more help for you if you are dead set on the Big C. By the way welcome to the board.
