I would love to refinance my home at 2-3% on a 15 year fixed loan. Why not I'm good for it!
I'm pulling for Barry to see the light and help the people who are responsible enough to manage their money and who knows some might spend some of that new found money.
I know this isn't going to make you feel a lot better but there are a few things that should/could help the responsible home owner.

The biggest benifit is it helps protect your homes value by not letting other homes in your neighborhood go into forclosure which drives down the value of all homes in the area. If a couple homes in a neighborhood go into forclosure your homes value is going to take a major hit. Yes I know your not getting something paid for like the person who's home is being forclosed on and you shouldn't have to worry about your homes value decreasing because someone can't pay for theirs but it is what it is and this is where were at.

You should be able to refinance your home at a better rate, will know more about this March 4th (I think that's the date)

I thought I heard something about a $1000 tax credit/rebate or something like that for people who were making their payments on time. Don't quote me on this one though, could be completley false, just thought that's what I heard once.
