"Fool" is a little mild, if you ask me. I prefer to think of him as a doddering idiot who always seems to say the most inappropriate things considering the circumstances. Like the time he tells the guy in a wheelchair to stand up so everyone can see him, then once it dawns on him that the guy is disabled he ask everyone to stand up for him and give him a round of applause.
