So what is a good flow level? I've fished elkhorn last year a bunch during the summer drought and caught fish, but it looks to continue to rise and more rain is forecasted? Basically at what flow level would you consider it unfishable?

Best fishing is when the creek is at what the Canoe Kentucky people call "summer pool." Five inches above or below summer pool can be OK, too. Problem is, the Elkhorn is at summer pool approximately one day per year.

And, that's usually in the Spring or Fall, lol. I really enjoy wading the Elkhorn and find that much easier and more productive with very low flows and no more than 9" above "Summer Pool." Anyhow, Crawdaddys should be emerging this weekend with the May Full Moon.
