it is the four stroke model. i havent messed with it in a while. i think this week ill drag it back out and tinker with it a little.

we changed the spark plur but did not clean or replace anything to do with the air cleaner

When you drag it out, drain all the gas out, take the bowl off of the carb and clean it. Fill the gas tank and leave the bowl off carb and see if gas runs out of the bottom of carb. IF it doesn't then find the restriction. If it runs out then put the bowl back on. May just need to clean the carb out, not all that difficult. I can walk you through that too if needed.

wpould it be a choke issue?? possibly stuck in open position??

Very possible, if it won't start pull your plug to see if it is wet with gas. If you take the air cleaner tube off you will be able to see the choke plate to verify it is opening and closing.
