I would think that the areas are restricted to the act of skiing, not jet skis. Since a jet ski is a PWC, it may considered as a form of boat.
Not totally for sure, but I think the "No Ski" buoys are meant to prohibit skiing in general, but not the use of jet skis.
Sorry about that guy washing out your spot........I think they should be outlawed all together.I'm sure everyone on this board has had an incident or two with jet skiers.
