I heard a rumor there were fish in the Kentucky river that runs through Frankfort,as far as Elkhorn creek,I'm pretty sure you can get access at the Fish Hatchery north of Frankfort.

Try Taylorsville. The spillway below the dam, around any of the boat launches and the Salt River where it meets 248.
