I was under the same impression. I was under the understanding that the FDA stopped all commercial fishing as a food source from the Ohio and the Mississippi, but I certainly could be wrong.
I know one thing anybody that would eat catfish or especially any rough fish from the Ohio more than once every two weeks or so is nuts in my opinion. Sauger is a different story I suppose but that's the only fish in there I would eat. I've seen things in that water that I can't and won't mention on this site, down right scary sometimes, lol.
