At this point that is the answer. True to reason or not, that is the most common answer or topic.
I work part time at a large retail outlet. Most of the ammunition we recieve, never makes it to the shelf. Customers have figured out, which three nights our freight comes in and the general time it comes onto the floor for stocking, and are standing there waiting on it. We have had customers see a case of ammo on a freight pallet and try to take the whole case to the register only to throw a fit because we have had to limit customers to six boxes at a time. Just to insure that more than one customer can benefit from what we do get in.
If it makes it to the shelf, rounds such as .45's, 9mm's, 38 specials, 357's and bulk .22's are gone sometimes within hours. 40's come in on the most regular basis, and seem to stay longer. 38's and 357's, usually only come in at one box at a time. They seem to be the hardest sought.
But yes, the customers I have talked to are hording, under the thoughts that Obama will push a large tax onto ammo, making it harder and more expensive to buy.
