With the Sluise gate........maybe.
I tried a few years ago with a 14ft and a 35lb trolling motor.......I had to use my 7.5hp outboard most the time for going back up the river.
I've been able to paddle up river in my canoe with the sluise gate running.

Looks like they are back running only the sluice dam, check the link below. With this amount of water, which is not that much, but still enough that it would be really slow going with only a trolling motor against the current. Running a shuttle from the dam to Helm's Landing would be a good option though.

I would not try this. If they opened one gate, you just might be in trouble with that small of a boat and now motor, real quick. I have seen many time's where what you read, is not what they do as far as letting water out.

What are you fishing for? I was down there a couple weeks ago when the conditions were similar to how they are now. There were like 9 of us that did a float trip from the dam to rock house. I was in a 16 ft boat the others in tubes and canoes. We caught alot of fish. Let me know what type of fishing you plan on doing and Ill let you know what worked for us, we caught like 7 or 8 different species of fish.
We're fishing for trout mostly. But we will have a 14 year old boy with us so any tips for catching more fish is appreciated.
The plan has changed from drifting from the dam to Winfrey's Ferry. I have been on the river a couple times in a canoe... just want to take my jon boat this time.

I've tried to hookup a shuttle a couple times and have not been too lucky.

no go on the trolling motor the current is just to stiff, and it would drain your battery double time.
fishing has been good down there. you'll catch them all over. there are spots that didn't produce much last year that are offering tons of trout and there are areas that produced in years past that seem flat empty. if you fish is alot you can pretty much pick the spots where the big ones are holding...you may have to fish longer and be more strategic about it...and there are areas where you can just catch lots of fish without the size...of course there are always exceptions.
