The department of EDUCATION......sent GARBAGE......yes.....GARBAGE to the schools making suggestions on how to integrate the speech into their lesson plans for the DAY......

I don't understand this thought at all. There is a big difference in setting a curriculum, and tying stuff into the curriculum to supplement it. He didn't change anything.
