Today I read he was charged with 13 premeditated murders. I do hope they charge him with the attemped murders of those soldiers that survived and are recuperating. I hope the trial is swift and that the execution is fast. No hanging around on death row for years in appeals. This is an opportunity to send a strong message to those radicals who are plotting as we speak.
FYI: Premeditated murder is the crime of wrongfully causing the death of another human being (also known as murder) after rationally considering the timing or method of doing so, in order to either increase the likelihood of success, or to evade detection or apprehension.

From what the news says, and the witnesses statements on TV, the fact that the guy took the time to get a gun, locate the processing center, then walked in an opened fire with what he knew was a deadly weapon, makes "premeditated murder", the righ thing to chrge him with. The bad news, the govt will have to "prove" he was "rational" during the trial.
