I am trying to win an disagreement with a friend. I always thought that the guys on the tour could not solicit info. from guides and locals during the off limits period. I thought that it had been that way for years. But he says that that rule only came into affect a year ago. I have tried to research this but can't find any archived rules. Does anyone have any knowledge of this?
