What is the best month or most consistent time of year to catch stripers out of Lake Cumberland? Most of the time I fish November thru January. Myself, I have had better luck in November. Also, what are the best tactics/methods.

I catch stripers year-round in Cland, but my most consistant month is probably June. Some of the biggest fish of the year come from cold water in Dec - April, but the numbers and best action occur when the water warms up. Best tactics is, and always will be, live gizzard shad and / or alwives. Tactics depend on where / how deep the fish are.
Depends on how you like to fish for them. My favorite months are May and December. Topwater in May, chance of a big fish in Dec. This is throwing plugs/jigs at night. Pretty much Thanksgiving - end of May for me as most of that time you can catch and release due to the cooler water temps (gotta check temps and striper size in May to determine this).

Winter months are better for me, February being best last year. In reality though, that has to do with temperature and how much rain, so it could easily be drastically different this year. January was good last year but can say the same this year so far.
Like APB said depends on how you want to fish for them. I catch a lot during summer pulling live bait but 5 on bass rods casting in winter is far more fun than 10 on down rods to me.
I don't think anyone will argue though, that bigger fish are easier to come by during the winter.
