I think its more cover specific than anything cause I know guys that throw them in winter, last year at the classic a lot of guys were throwing them through pad stems and it was pre spawn with water anywhere from 55-60 degrees.

Post spawn through mid summer is my favorite. But to me it is all about the cover!!! Just enough water to swim it and there has to be something for them to come out of. Inside weedlines, that foot or two of open water is prime. Now swim blades; weeds flowers wood mix and fine your lanes. To cooler temps normally hold down the weed and I normally still in the lipless or sq. bills still rule for me. Hope this helps.
Cover is key but not why you think. The key with a swim jig is putting it in front of fish and getting reaction strikes. With cover you know where the fish are positioned which is why they work around cover. But I have caught fish on swim jigs in open water when fish are shallow and I want something different. The key I think is having fish shallow. That tends to be in the warmer months around cover but if you find shallow fish in 50 degree water I bet they bite it.
