Trout at Rough River

we have 2 lakes here where the upper lake feeds the lower lake via a spillway. the upper lake is stocked but the lower lake is not. trout are often caught in the lower lake

My grandfather used to take us to the spillway at rough all the time as a kid to trout fish. Used to use the smallest hooks and garlic cheese to catch them. Heard canned corn works as well
