Until these guys actually weighed the fish and collected money or something of value there is no crime. They can walk around in the parking lot all day long with marked fish without commiting a crime. You can think about robbing a bank but until you actually take some action to carry out the crime it is not a crime.
I am in no form or fashion trying to condone what these guys did and if they are guility a jail cell would be too good for them. Until this happens they are protected by the same laws we all are and if their names are slandered on boards such as this they can seek a financial award from persons who carry out such acts and also in some cases Fishin.com can also be held liable if they allow such activity to occur on boards they control.
If the tournament organizers had evidence that would warrant criminal charges and they simply let these guys go is as wrong as the guys trying to cheat to begin with. To maintain intregrity in events such as this theifs must be held accountable. When people who are guilty of wrong doing is allowed to walk it puts this tournament and all such tournaments in a light of suspicion.
