Beware some of those towards the end of that list will not qualify as "top 25". I wouldn't sprint to Lulbegrud, Redbird, or Levisa forks...........
May I recommend this as a starting guide.

I am starting a quest to fish the top 25 Smallmouth streams and rivers in Kentucky.
Im looking for some info on the Gasper river around Bowling Green. Info most needed is access points (put-ins and take-outs). Will be dropping in a canoe or one man pontoon. Any info would be great help.
So if this is your favorite spot please PM or send email. Im not hear to fish it every week. It will be a one time thing. To many places to fish, to little time. Thanks for any response. If you would like come fish your favorite spot with me. Please let me know.

Hickman and Jessamine are great in the hotter months.
If I were going to fish the Elkhorn, it would be the South Fork near Scott/Franklin Co.
Slate Creek is another head scratcher from the list.I've seen it listed many times for smallmouth and fished Slate for 45 years but hardly ever caught any.I fish the Bath County section of the creek, maybe the headwaters in Montgomery County is what they are referring to?Slate is a beautiful creek and should make for a great float trip.Good luck!
I often wonder where info from the Department of Natural Resource comes from. I live in Indiana and always get a kick out of reading the annual guide they publish. For example, Big Bayou River in the far SW portion of the state supposedly has smallmouth. This region in general is devoid of suitable smallmouth habitat and has been for some time. I wonder if the info came from fishery surveys done many years ago and the data keeps trickling on down unchecked. For example, a survey done at (X) river in 1940 revealed 8 smallmouth shocked up at one location. Henceforth, (X) is a suitable fishery for smallmouth and is stated as such each year in the literature.....
I think its all relative to the stretch you fish. There are sections of Green River I wouldnt give a nickel for and others that are on fire every time you go there. Gasper is supposed to be excellent water but Ive only fished the mouth. Little Barren is a fantastic little stream!
