The lake is in both countries and they had the appropriate license to fish there. You ever fish Dale Hollow or Kentucky? They cover both states. That is like telling us that even if we buy a Tenessee license, some local can rob us because we crossed the state line.

New Arizona and Texas Boat Safety regulations:

"All boats operating in waters bordering Mexico, must carry the following list of safety equipment:
- Life jacket for each person in the boat.
- Horn
- Nav lights
- Fire Extinguisher
- Night and Day distress signals.
- First aid kit.
- 1 FULLY LOADED 9MM PISTOL WITH 6 EXTRA MAGAZINES
- 1 FULLY LOADED 12 GUAGE PUMP SHOT GUN WITH 20 EXTRA SHELLS
The last 2 items should be discharged into the air one time per hour as an operational test to insure they are fully operational (this is not to be construed as warning shots, and must be done on a non-discriminatory basis)
