one other thing i would also consider (if this motor has the same basic build as a merc) would be the low and high fuel pump device. they are located in the fuel housing on a merc. should be in the same place in a rude.
let us know when you find the problem, curious to find out what it is. the low fuel pump/pickup would do the same thing, could be dirty which could be fixed by cleaning the screen. this could give you a poor hole shot, but when the motor is trimmed level or up the fuel gets picked up more by the high pump/pickup. there are just alot of things it could be, i quickly learned alot about merc pro xs motors after changing a fuel/water filter. a peice of the plastic junk cap chipped off and somehow made its way into the sealed opening from the filter to the fuel housing. i almost never found out what the problem was. i could go about a mile down the lake and then boat would almost just shut down. so after installing new plugs and multiple other things i took the fuel housing off and cleaned it with compressed air. when i sprayed in the tube a small peice of red plastic came out. hummm, problem solved. in the process though, as i mentioned the fuel line. i did find out my line had broken down and i changed it as well. hopefully someone will read and remember this as this is going to be a big issue soon for alot of people. it will clog the fuel pump that works off vaccume on a merc because fuel goes into this before it reaches the fuel/water filter. ill post some pics. but let us know what you find.
